PUBLIC NOTICE: 2017-2021 Transportation Improvement Program

Administrative Modification #13


The Greater Buffalo-Niagara Regional Transportation Council (GBNRTC), the Metropolitan Planning Organization for Erie and Niagara Counties, is proposing to amend the 2017-2021 Transportation Improvement Program (TIP) by modifying the following project:

JJ Audubon Parkway/Ellicott Creek Superstructure Replacement


Project Details

This project will replace the southbound Bridge (BIN 2266621) along J.J. Audubon Parkway over Ellicott Creek to address deteriorating conditions. These deficiencies are further described in NYSDOT yellow structural flag numbers 5R140018 (2014), 5B153PW010 (2015), and 5B16R8W003 (2016).

The project also includes converting the northbound bridge to a bicycle and pedestrian-only bridge by reducing the number of approach lanes before and after the replacement bridge.

The original cost of this project was $2.25M (Surface Transportation Program [STP] Flex + Pit Bond) and additional funding is required to meet cost estimates. The project will change federal funding source to National Highway Performance Program (NHPP) and be increased to $5.1M (80% NHPP + 15% toll credits + 5% local match) local match). The NHPP funding comes from the BRIDGE NY program and does not count against regional planning allocations/targets.

Fiscal constraint is maintained. Let date will remain 4/19.
