HSTP Application Now Available

GBNRTC’s Public Transit-Human Services Transportation Plan (HSTP) provides a framework for the development of projects that will address the transportation needs of persons with disabilities, older adults, and individuals with lower incomes in the Erie and Niagara Counties area; the HSTP provides an annual application and evaluation process for human service and other agencies to request funding through the Federal Transit Administration’s Job Access/Reverse Commute (JARC, Section 5316) and New Freedom (Section 5317) formula funding programs.

The JARC program provides formula funding to support the development and maintenance of Job Access and Reverse Commute projects designed to transport welfare recipients and eligible low-income individuals to and from jobs and activities related to their employment. 

The New Freedom program purpose is to provide new public transportation services and public transportation alternatives beyond those currently required by the Americans with Disabilities Act of 1990 (42 U.S.C. 12101, et seq.) that assist individuals with disabilities with transportation.
