Bus Facility Pavement Rehab Project – New Project

Overview

The Greater Buffalo-Niagara Regional Transportation Council (GBNRTC), the Metropolitan Planning Organization for Erie and Niagara Counties, is proposing to amend the 2017-2021 Transportation Improvement Program (TIP) by adding two (2) new projects.

1. Project Identification Number (PIN) 5900.52 Bus Shelter Replacements

This project will provide for the procurement and installation of 15 replacement bus shelters.

The shelters incorporate NFTA-Metro’s design features for bus shelters including seating, glass wall enclosures, wayfinding totems, integrated map cases, and agency advertising at a cost of $10,000 per shelter. These prices do not reflect installation costs that will be incurred by NFTA staff. The shelters will replace existing shelters that have surpassed their useful life of 10 years. The shelter locations are decided by transit ridership in accordance with the NFTA/Metro Bus Shelter Plan. The bus shelter purchase is competitively bid with installation performed by NFTA staff as per Union Agreement.

The bus shelters will be purchase by 4/2020 and installed by 8/2020. Total cost of the project is $150K ($120K Federal FTA 5339, $15K State match and $15K NFTA match).

2. Project Identification Number (PIN) 5900.53 Bus Facility Pavement Rehab Project

This project will provide for the design and replacement of pavement at the Utica Metro Rail Station Bus Loop.

The pavement at the bus loop is heavily broken, cracked, and deteriorated. It is in need of full replacement. The project will replace the concrete apron with a new, 9 inch thick concrete and also include curb, sidewalk replacement, and new lighting. The design will begin in 7/2019 with an estimated construction start 5/2020.

Total cost of the project is $343K ($274K Federal FTA 5339, $34K State match and $34K NFTA match).

Fiscal constraint for both projects is maintained as funding is derived from a realignment of the FFY19 FTA 5339 regional allocation.
