New Projects
The Greater Buffalo-Niagara Regional Transportation Council (GBNRTC), the Metropolitan Planning Organization (MPO) for Erie and Niagara Counties, is proposing to amend the 2026-2030 Transportation Improvement Program (TIP) by adding two (2) new projects.
1. PIN 5826.42 DL&W Shoreline Rehab (Construction)
The purpose of this project is to restore and stabilize sections of the Shoreline adjacent to the DL&W Yards & Shop facility along the Buffalo River. This project will cover the entire shoreline length except for the section with existing sheet piling (adjacent to the recently restored area). This phase spans approximately 1,250 feet.
Total project cost is $23.6M
Fiscal constraint is maintained ($23.6M SFY 2024-25 NYSDOT State Rail Capital (SRC) Public Transit Assistance Program)

2. PIN 5826.43 Station Panel Liner Rehabilitation (Design & Construction)
This project will replace existing steel panels located on the escalator tube tunnel walls of the Humbolt and LaSalle Metro Rail Stations with newer more durable materials that provide an attractive appearance, resist staining and are easy to clean. The existing steel panels are from the original station construction and have stains, rust, and peeling paint.
Total project cost is $2.4M

Proposed Transportation Conformity exemption code - B8: Reconstruction or renovation of transit buildings and structures
The GBNRTC is currently in consultation with the Interagency Consultation Group for Air Quality Conformity (ICG) for a Transportation Conformity determination. Exemption Code A19 - Widening narrow pavements or reconstructing bridges (no additional travel lanes).
Public comments will be received for 30 days from 5/22/25 until Close of Business (COB) on 6/22/25.
