New Project

The Greater Buffalo-Niagara Regional Transportation Council (GBNRTC), the Metropolitan Planning Organization (MPO) for Erie and Niagara Counties, is proposing to amend the 2023-2027 Transportation Improvement Program (TIP) by adding one (1) new project.

The project will:

  • Eliminate the bridge's structural deficiencies by utilizing a cost-effective method to render the structure non-deficient; develop a properly designed improvement based on design traffic forecasts and current design standards which provides adequate capacity over a service life of 75 years for the structure. The new bridge design should look to possibly remove the piers in the middle of Sheridan drive to improve site distance at the intersection with Harlem Road.

  • Investigate operational improvements on NY 324 from NY 240 to the 1-290 WB on/off ramp in coordination with the new bridge design.

This project will have a total cost of $22.86M. However, this request will only add the Preliminary Design phase ($1.8M) of the project as that phase will be obligated during the current FFY 23-27 TIP (4/25). The remainder of phases and funds ($21.06M) are programmed in the draft FFY 26-30 TIP. Fiscal constraint will be maintained as $1.8M ($1.44M NHPP + $0.36M state match) will be transferred from PIN 5815.55 Pavement Maintenance Block Fund.

The GBNRTC is currently in consultation with the Interagency Consultation Group for Air Quality Conformity (ICG) for a Transportation Conformity determination. Exemption Code A19 - Widening narrow pavements or reconstructing bridges (no additional travel lanes).

Public comments will be received for 30 days from 6/19/25 until Close of Business (COB) on 7/19/25.
