PIN 5010.25 US 20A @ NY 400 & US 20A @ NY 78 Intersections
New Project
The Greater Buffalo-Niagara Regional Transportation Council (GBNRTC), the Metropolitan Planning Organization (MPO) for Erie and Niagara Counties, is proposing to amend the 2023-2027 Transportation Improvement Program (TIP) by adding one (1) new project.
An operational study and crash screening were completed in 2024. Results demonstrate a need for safety improvements at the US Route 20A and NY Route 78 intersection and operational and safety improvements at the US Route 20A and NY Route 400 off-ramp. Investigate intersection geometric improvements including but not limited to roundabout (as directed by HDM Chapter 5.9.1) and three color signal alternatives at both locations. Other work to be investigated may include intersection lighting, length of turn lane storage, and signage improvements.
Project Objectives:
Improve operations and safety at the intersection of US 20A and the NY 400 off-ramp
Improve safety at the intersection and US 20A at NY 78
This request will add only the Preliminary Design phase (0.335M) to the current TIP. Remaining phases will be included in the FFY 26-30 TIP update (Let 5/28).
Fiscal constraint is maintained as $0.335M will be transferred from PIN 5B15.55 PAVT. Maint Block Fund.
The Interagency Consultation Group for Air Quality Conformity (ICG) has been consulted for concurrence on a proposed Transportation Conformity exemption code (A6: Highway Safety Improvement Program implementation).
Public comments will be received for 30 days from 8/21/25 until Close of Business (COB) on 9/21/25.
