PUBLIC NOTICE: 2023-2027 TIP Amendment # 43

NYSDOT Paving Projects (5) – New Projects 

The Greater Buffalo-Niagara Regional Transportation Council (GBNRTC), the Metropolitan Planning Organization (MPO) for Erie and Niagara Counties, is proposing to amend the 2023-2027 Transportation Improvement Program (TIP) by adding five (5) new project.

1.       PIN 5V26.31 VPP – I-990; I-290 to North French Road

  • This project will overlay the travel lanes of I-990 from the I-290 to the North French Exit including the ramps with a Paver Placed Surface Treatment to extend the service life of the existing pavement.

  • Let (obligation): 2/26. Design approval is scheduled for Fall of 2025

  • Total estimated cost: $2.84M

  • Fiscal Constraint: $2.84M Federal w/State match being requested - 100% STATEWIDE FUNDED

2.       PIN 5V26.42 VPP – US 219; Asphalt Overlay from Duerr Rd to BIN’s 1062961 and 1062962 Over Fisher Rd and I-90

  • This project will rehabilitate US 219 from Duerr Rd in Orchard Park to BIN’s 1062961 & 1062962 over Fisher Rd in the town of West Seneca with a 1” Asphalt Overlay preventative maintenance treatment.

  • Let (obligation): 1/26.

  • Total estimated cost: $2.146M

  • Fiscal Constraint: $2.146m Federal w/State match being requested - 100% STATEWIDE FUNDED

3.       PIN 5V26.43 VPP – NY 240; Davis Rd to NY 277

  • This project will rehabilitate NY 240 from Davis Road in the Town of Aurora to NY 277 in the Town of Orchard Park with a Single Course Mill and Asphalt Overlay.

  • Let (obligation): 1/26.

  • Total estimated cost: $0.879M

  • Fiscal Constraint: $0.879m Federal w/State match being requested - 100% STATEWIDE FUNDED

4.       PIN 5816.29 Maintenance Paving of Various Routes in Erie County

  • This project will restore the pavements to a good condition with a pavement score of at least 8 using cost effective treatments which will provide a service life of at least 8 years

                                                               i.      Route 950K Niagara Falls Boulevard; Kenmore Ave to Sheridan Drive

                                                             ii.      NY 130 Broadway; Goethe St to Dick Rd

                                                           iii.      NY 263 Millersport Highway; Eggert Rd to Hartford Rd

  • Let (obligation): 3/26.

  • Total estimated cost: $7.67M

  • Fiscal Constraint: $0.070m transferred from PIN 5B1555 (PAVT. MAINT BLOCK FUND) & $6.772m 100% STATEWIDE FUNDED). Remainder from PIT Bonds

5.       PIN 5816.30 I-190; NY 31 to Queenston-Lewiston Bridge and NY951A Lasalle Expwy; I-190 to Williams Rd

  • This project will restore the pavements to a good condition with a pavement score of at least 8 using cost effective treatments which will provide a service life of at least 8 years. It will remove and replace deteriorated and/or outdated guiderail at specified locations with new box beam guiderail conforming to current Department standards.

  • Let (obligation): 3/26.

  • Total estimated cost: $8.885M

  • Fiscal Constraint: $7.829m Federal w/State match being requested - 100% STATEWIDE FUNDED. Remainder from PIT Bonds

The Interagency Consultation Group for Air Quality Conformity (ICG) has been consulted for concurrence on a proposed Transportation Conformity exemption code (A10: Pavement Resurfacing and/or Rehabilitation).

Public comments will be received for 30 days from 11/6/25 until Close of Business (COB) on 12/8/25.
