PUBLIC NOTICE: FFY 26-30 TIP Amendment 1
Eleven (11) State Funded Transit Projects – New Projects
The Greater Buffalo-Niagara Regional Transportation Council (GBNRTC), the Metropolitan Planning Organization (MPO) for Erie and Niagara Counties, is proposing to amend the 2026-2030 Transportation Improvement Program (TIP) by adding eleven (11) new projects.
1. PIN 5826.44 Lafayette Station Upgrades and Repairs
Project will make needed upgrades and repairs to the inbound and outbound Lafayette Street Station roof and related structures.
Total Cost: $4.45M (100% SFY 25-26 NYSDOT Public Transit State Rail Capital funds)

2. PIN 5826.45 Rail Station Panel Liner Replacements
Project will replace life-expired station panel liners at Metro Rail stations
Total Cost: $4M (100% SFY 25-26 NYSDOT Public Transit State Rail Capital funds)

3. PIN 5826.46 Rail Train Control System Replacement
Project will replace the train control system for Metro Rail
Total Cost: $4M (100% SFY 25-26 NYSDOT Public Transit State Rail Capital funds)

4. PIN 5826.47 Rail Enhanced Digital Access Communication Systems
Project will replace the radio communication system for NFTA-Metro Rail
Total Cost: $5.35M (100% SFY 25-26 NYSDOT Public Transit State Rail Capital funds)

5. PIN 5826.48 Rail Tunnel Grouting
Project will inject fluid-like grout (cement, chemicals) into soil or rock fissures in the NFTA-Metro Rail tunnel to control water, stabilize ground, fill voids, and enhance structural support in the tunnel
Total Cost: $1.5M (100% SFY 25-26 NYSDOT Public Transit State Rail Capital funds)

6. PIN 5826.49 Rail Subsurface Ventilation Damper Replacements
Project will replace life-expired ventilation dampers at all subsurface Metro Rail stations
Total Cost: $3M (100% SFY 25-26 NYSDOT Public Transit State Rail Capital funds)

7. PIN 5826.50 Rail Tunnel Fiber Optic Installation
Project will install fiber optic cables along the NFTA-Metro Rail tunnel
Total Cost: $3.7M (100% SFY 25-26 NYSDOT Public Transit State Rail Capital funds)

8. PIN 5826.51 Bus Garage HVAC Replacement
This project will design and replace the Heating Ventilation & Air Conditioning (HVAC) Units in NFTA-Metro’s bus garages
Total Cost: $4.55M (100% SFY 25-26 NYSDOT Modernization & Enhancement Program (MEP) funds)

9. PIN 5826.52 Bus Garage Fuel Tank Upgrades

10. PIN 5826.53 Bus Garage Door Replacements
Project will remove aging garage doors and replace them with new insulated doors
Total Cost: $1.25M (100% SFY 25-26 NYSDOT Modernization & Enhancement Program (MEP) funds)

11. PIN 5826.54 Battery Electric Buses (BEB)
Project will provide for the purchase of Battery Electric Buses that will replace life and mileage expired vehicles
Total Cost: $5.177M (100% SFY 25-26 NYSDOT Accelerated Transit Capital (ATC) funds)

Proposed Transportation Conformity Exemption: B10 (Purchase of new buses and rail cars to replace existing vehicles or for minor expansions (< 10%) of the fleet)
Public comments will be received for 30 days from 1/8/26 until Close of Business (COB) on 2/9/26.
