Draft 2026-2028 Unified Planning Work Program
The Draft 2026-2028 Unified Planning Work Program (UPWP) is the list of planning initiatives that are proposed to be undertaken by GBNRTC staff and consultants for the 2026 and 2027 State Fiscal Years (SFY).

Public comments will be received for 30 days from 12/18/25 until Close of Business (COB) on 1/20/26. Comments may be submitted to GBNRTC via email at staff@gbnrtc.org or by voicemail at 716-856-2026 x300 or by mail at 438 Main St, Suite 503, Buffalo, NY 14202.
GBNRTC will also be hosting two public information sessions on the draft 2024-2026 UPWP:
Monday January 5, 2024, 2pm Virtual and in-person at 438 Main Str, Sunburst Room, Buffalo
Monday January 5, 2024, 530pm Virtual only

The Greater Buffalo-Niagara Regional Transportation Council (GBNRTC) is the designated Metropolitan Planning Organization (MPO) for Erie and Niagara Counties. Federal regulations require each MPO to develop a UPWP for a one or two-year planning period.
The Greater Buffalo-Niagara Regional Transportation Council (GBNRTC) assures that no person shall on the grounds of race, color, sex, age, disability or national origin, as provided by Title VI of the Unites States Civil Rights Act of 1964 and subsequent legislation, regulations, statutes and orders, be excluded from participation in, be denied the benefits of, or be otherwise subjected to discrimination under any MPO program or activity.
