FFY 26-30 TIP Amendment 2
PIN 5765.18 Buffalo Alt Transportation – New Project
The Greater Buffalo-Niagara Regional Transportation Council (GBNRTC), the Metropolitan Planning Organization (MPO) for Erie and Niagara Counties, is proposing to amend the 2026-2030 Transportation Improvement Program (TIP) by adding one (1) new project.
This project will address growing transportation challenges in Buffalo’s downtown core, where high traffic volumes during peak commuting hours and major events create congestion and strain existing parking infrastructure. These conditions negatively impact mobility, air quality, and the overall efficiency of the transportation system.
Project objectives include:
Electric bikeshare will be stationed at four or more downtown parking ramps, or Residential Area Parking Plan (RAPP) lots.
20 carshare vehicles citywide will be added, again, at both downtown lots managed by Buffalo Civic Auto Ramps and in RAPP lots.
Electric Vehicle Charging Stations will be installed by Buffalo Civic Auto Ramps for the City of Buffalo in parking ramps, RAPP lots and other identified locations.

Total project cost is $1.655M Fiscal constraint is maintained as project was awarded a total of $1,324,800 from the Congestion Mitigation Air Quality Program (CMAQ). The program uses 80% of Federal funds with a 20% local sponsor match. The required local match for this project is $331,200. Amounts greater than the award is the responsibility of the sponsor.
Anticipated let is 4/15/27.
Public comments will be received for 30 days from 2/5/26 until Close of Business (COB) on 3/6/26.
