PUBLIC NOTICE: FFY 26-30 TIP Amendment 23

PIN 5763.36 William St (CR 338) Phase 1; Aurora St (CR 243) - Bowen Rd (CR 242); PIN 5766.11 William St (CR 338) Phase 2; Transit Rd (US 20/NY 78) - Aurora St (CR 243)

The Greater Buffalo-Niagara Regional Transportation Council (GBNRTC), the Metropolitan Planning Organization (MPO) for Erie and Niagara Counties, is proposing to amend the 2026- 2030 Transportation Improvement Program (TIP) by Splitting one existing project.

PIN 5763.36 William St (CR 338); Transit (RT 20) - Bowen (CR 242) will be split into two projects (phases) for deliverability:

  1. PIN 5763.36 - William St (CR 338) Phase 1; Aurora St (CR 243) - Bowen Rd (CR 242) – existing PIN/project

  2. PIN 5766.11 - William St (CR 338) Phase 2; Transit Rd (US 20/NY 78) - Aurora St (CR 243) – new PIN/project

The target let date for PIN 5763.36 (Phase 1) will remain 4/29/27 and the target let date for PIN 5766.11 (Phase 2) will be 2/15/29.

Fiscal constraint is maintained as:

  • Existing funds in PIN 5763.36 ($14.749M) will be redistributed between the two projects

  • Project was not eligible for programmed HSIP funding. Federal HSIP funds will be replaced with federal STBG Lg Urban

  • $1.107M to be transferred from PIN 5B62.87 – Local Infrastructure Program – MPO Area – Block Fund to offset net cost increase

Both projects are exempt from transportation conformity determination using PIN 5763.36’s code of A10: Pavement Resurfacing and/or Rehabilitation as there is no change in extent or scope.

Public comments will be received for 30 days from 10/8/26 until Close of Business (COB) on 11/9/26.
