PUBLIC NOTICE: FFY 26-30 TIP Amendment 21
Four (4) New Transit Projects - New Projects
The Greater Buffalo-Niagara Regional Transportation Council (GBNRTC), the Metropolitan Planning Organization (MPO) for Erie and Niagara Counties, is proposing to amend the 2026-2030 Transportation Improvement Program (TIP) by adding four (4) new projects.
1. PIN 5826.71 Purchase Paratransit Vehicles
Project will provide for the purchase of thirteen under 30-Foot buses that will replace life and mileage expired vehicles.
Total Cost: $1.888 (100% FTA FY26 Community Project Funding (CPF))

Proposed Transportation Conformity Exemption: B10 - Purchase of new buses and rail cars to replace existing vehicles or for minor expansions (< 10%) of the fleet
2. PIN ZETT.NF.001 Purchase of Battery Electric Buses
Project will provide for the purchase of ten (10) Battery Electric Buses that will replace life and mileage expired vehicles.
Total Cost: $13.890M (100% NYSDOT Zero-Emission Transit Transition (ZETT) funds)

Proposed Transportation Conformity Exemption: B10 - Purchase of new buses and rail cars to replace existing vehicles or for minor expansions (< 10%) of the fleet
3. PIN ZETT.NF.002 Cold Spring Bus Garage Battery Electric Bus Charging Infrastructure
Project is to install the necessary infrastructure needed to support the battery electric bus charging operations. The project will purchase pantographs, plugs and chargers for NFTA’s Cold Spring Bus Maintenance Facility.
Total Cost: $3.500M (100% NYSDOT Zero-Emission Transit Transition (ZETT) funds)

Proposed Transportation Conformity Exemption: B6 - Construction or renovation of power, signal, and communications systems
4. PIN ZETT.NF.003 Feasibility Study for Zero Emissions at Other Garages
Study is to evaluate the feasibility of integrating alternative fueling types at its Frontier and Babcock bus garages.
Total Cost: $110K (100% NYSDOT Zero-Emission Transit Transition (ZETT) funds)

Proposed Transportation Conformity Exemption: K1 - Exempt/not regionally significant through interagency consultation (no code)
Public comments will be received for 30 days from 8/20/26 until Close of Business (COB) on 9/21/26.
