PUBLIC NOTICE:
2026 Transit Safety Performance Measure Targets
The Greater Buffalo-Niagara Regional Transportation Council (GBNRTC) is the designated Metropolitan Planning Organization (MPO) for Erie and Niagara Counties.
On July 19, 2018, the Federal Transit Administration (FTA) published the Public Transportation Agency Safety Plan Final Rule, which requires certain operators of public transportation systems that receive federal funds under FTA's Urbanized Area Formula Grants to develop safety plans that include the processes and procedures to implement Safety Management Systems.
Each year, MPOs must adopt targets. Based on the Final Rule on Metropolitan Planning, the MPO has the option, as with all other performance targets, to (1) agree to program investments in support of the transit operator(s)’ target, or (2) set their own quantifiable targets.
The GBNRTC concurs with the attached Transit Safety Performance Measure Targets for 2026 set by NFTA per established federal requirements for Performance Management.
Public comments will be received for 30 days from 3/19/2026 until Close of Business (COB) on 4/20/2026.
