Five (5) New Transit Projects

New Projects

The Greater Buffalo-Niagara Regional Transportation Council (GBNRTC) is the designated Metropolitan Planning Organization (MPO) for Erie and Niagara Counties.

NYSDOT has proposed the addition of five (5) new projects to the FFY 26-30 Transportation Improvement Program (TIP).

1. PIN 5826.55 Purchase Paratransit Vehicles

  • This project will provide for the purchase of fifteen under 30-Foot buses that will replace life and mileage expired vehicles.

  • Total Project Cost: $2.125M

  • Fiscal constraint maintained via $1.7M federal CMAQ and $0.425M local NFTA funds

  • Obligation (let) date: 7/1/26

  • Proposed Transportation Conformity Exemption: B10 - Purchase of new buses and rail cars to replace existing vehicles or for minor expansions (< 10%) of the fleet.

2. PIN 5826.56 Bailey Avenue Battery Electric Bus (BEB) Bus Rapid Transit

  • The Project will assist in constructing a Bus Rapid Transit line and context-sensitive roadway safety improvements along the entire length of Bailey Avenue from the terminus of the NFTA-Metro Rail system at the State University of New York @ Buffalo South Campus to South Park Avenue

  • Total Project Cost: $8.125M

  • Fiscal Constraint maintained via $6.5M federal CMAQ and $1.625M local NFTA funds

  • Obligation (let) date: 7/1/26

  • Proposed Transportation Conformity Exemption: K1 - Exempt/not regionally significant through interagency consultation (no code)

3. PIN 5826.57 DL&W Shoreline Rehabilitation

  • This project responds to critical conditions identified along the DL&W seawall and involves stabilizing and restoring sections of shoreline adjacent to the DL&W Yards & Shop facility along the Buffalo River.

  • Total Project Cost: $3.75M

  • Fiscal Constraint maintained via $3M federal PROTECT grant and $0.75M local NFTA

  • Obligation (let) date: 1/1/27

  • Proposed Transportation Conformity Exemption: K1 - Exempt/not regionally significant through interagency consultation (no code)

4. PIN 5826.58 Cold Spring Bus Garage Battery Electric Bus Charging Infrastructure

  • This project will provide electric bus infrastructure at the Cold Spring Bus Garage needed to support the battery electric bus charging operations

  • Total Project Cost: $3.5M

  • Fiscal Constraint maintained via $2.8M federal FTA 5307 and $0.35M state NYSDOT and $0.35 local NFTA

  • Obligation (let) date: 7/1/26

  • Proposed Transportation Conformity Exemption: B6 - Construction or renovation of power, signal, and communications systems (including new systems to inform passengers of transit line schedule/status)

5. PIN 5826.59 Metro Bus Garage Roof Replacements – Construction

  • This project will replace the roof at all three NFTA-Metro bus garages (Cold Spring, Babcock, and Frontier)

  • Total Project Cost: $27M

  • Fiscal Constraint maintained via $21.6M federal FTA Bus and Bus Facilities and $5.4M local NFTA funds

  • Obligation (let) date: 1/1/27

  • Proposed Transportation Conformity Exemption: B8 - Reconstruction or renovation of transit buildings and structures (e.g., rail or bus buildings, storage and maintenance facilities, stations, terminals, and ancillary structures)

Initial Project Proposal (IPP) forms, including maps, for all projects are attached.

Public comments will be received for 30 days from 5/21/26 until Close of Business (COB) on 6/22/26.
